When shipping goods that fall under the Export trade control order or Special provisions for low value declaration, please follow these steps to provide the necessary information and contact us via email prior to shipping.
1. How to fill out a commercial invoice
a. For goods requiring an export license under the Export trade control order
Include the “Export License Number” and “Applicable section/ministerial order number of the Export Trade Control Order” in accordance with the ‘How to confirm comprehensive permission at customs' guide provided by the Ministry of Economy, Trade and Industry.
Example:
Export License Number: MBIT-GL-23-S12345
Export Trade Control Order Appended Table 1-7 Paragraph-16, Article 6, Section 17 (1) 1
(THIS REMARK IS ONLY FOR EXPORT CUSTOMS CLEARANCE IN JAPAN)
b. For goods with special provisions for low value declaration
Include the same information as mentioned in point (a) above.
Indicate “special provisions for low value declaration applied" on the Commercial Invoice.
If your commercial invoice covers items that are not applicable to the above regulations, please clearly indicate which items are for the stated regulations. Additionally, provide the HS code if available.
Please note that FedEx cannot make any judgements on behalf of exporters regarding the applicability of export licenses, as per the guidance from government authorities.
2. How to contact FedEx prior to shipping
To ensure a smooth shipping process, please follow the steps below when emailing us before you ship
- Email subject to include:
- Air waybill (AWB) number
- Shipping date
- Pickup reservation number
- Item that falls under the Export trade control order or Special provisions for low value declaration
- “[Regular pickup]”, if applicable
Example of email subject:
AWB:XXXXXXXXXXXX, Ship date:YYYYMMDD, Pickup#:#######, Applicable item, [Regular pickup]
- Air waybill (AWB) number
- File attachments: digital copy of the AWB, Commercial invoice and Parameter sheet.
- Send your email no later than 2:00pm on the shipping day to the corresponding email address below:
- For shipments sent from East Japan (NRT) - FedEx East Japan Export Customs Clearance Department: CCO-EXP@fedex.com
- For shipments sent from West Japan (KIX) - FedEx Western Japan Export Customs Clearance Department: gaito-wjpn@corp.ds.fedex.com
- For shipments sent from East Japan (NRT) - FedEx East Japan Export Customs Clearance Department: CCO-EXP@fedex.com

3. Regarding Customs Brokerage Designation
If you want to declare with an electronic license, you must designate the relevant customs broker(s) for the license approval number in the NACCS. As we perform customs clearance operations at the following three locations regardless of the shipping location, please designate all three FedEx offices as your customs broker in the NACCS.
