Shouldn't the shipper be responsible for all costs?

FedEx will bill based on the instructions on the air waybill. If the shipper is responsible for all charges, but the consignee has been billed, please check the payment method section of the air waybill to see if the shipper has indicated (specified) the consignee is the payer.

If billing is not specified on the air waybill, typically, the shipper will be billed for shipping charges, and the consignee/importer will be billed for customs duties and other taxes.
