The Canada Border Services Agency’s (CBSA) initiative—CBSA Assessment and Revenue Management (CARM)—has changed the way commercial goods imported into Canada are managed. Effective October 21, 2024, CARM is the official system of record for collecting taxes and duties.

As a result, any business that ships commercial goods into Canada as the importer of record responsible for paying the duties and taxes needs to take steps to avoid delays. Please note, casual or non-commercial importers who import goods are not subject to CARM requirements.

Be a resource for your customers

Take some time to read up on CARM—even if you don’t ship into Canada as the importer of record. Your customers might look to you for information and guidance.

You can also share a downloadable, printable information sheet with them. They can use it to: 

  • Learn about the new CARM changes
  • Use a decision tree to see if CARM applies to them
  • Know what steps to take if they’re impacted by CARM
  • Find out who to contact or where to go for more information
