The UK-Turkey Trade Agreement came into force on 1 January 2021, enabling the vast majority of goods of UK or Turkey origin to continue to be traded tariff-free. All it takes is a simple declaration to be added to the commercial invoice.
The UK-Turkey trade agreement replaces the EU-Turkey Customs Union arrangements, which no longer apply to the UK now that it has left the EU. The continuity agreement also provides a stepping stone towards a more ambitious bilateral agreement in the future.

Simplified, modern customs procedures
The ATR certificate is no longer required for shipments between the UK and Turkey. Instead, customers can self-certify their goods by making out a declaration of origin.
NOTE: The UK-Turkey trade agreement applies to duties, not taxes. Any applicable VAT for imports into Turkey still need to be paid.
How can I benefit?
To benefit from reduced or 0% tariffs, products must be of UK or Turkey origin. All it takes is a declaration. No formal certificate is required. Simply add the following to your commercial invoice (or any other commercial document) along with a detailed description of your goods as you would usually do.

The exporter of the products covered by this document (Customs Authorisation No. ______) declares that, except where otherwise clearly indicated, these products are of UK preferential origin.

Declarations of origin will be valid for 12 months from the date it was completed for exports to Turkey. It is essential that the declaration is filled out correctly or it may be rejected by customs.
For UK exporters, the Customs Authorisation No. is your EORI number, which needs to be provided within the statement regardless of the commercial value of goods.
