International Fuel Surcharge

The fuel surcharge percentage for FedEx Express International services is subject to weekly adjustment based on the U.S. Gulf Coast (USGC) spot price for a gallon of kerosene-type jet fuel as published weekly by the U.S. Energy Information Administration (EIA).
The fuel surcharge rate for FedEx Express® services applies to FedEx Express International export and import transportation charges1 published in Europe.
1The international fuel surcharge does not apply to FedEx® Regional Economy and FedEx® Regional Economy Freight. For these two services, please refer to the regional fuel surcharge section below.
As of 22 August 2022, the fuel surcharge for each FedEx Express international shipment is assessed on the net transportation rate and the following transportation-related surcharges:
- FedEx International Broker Select Option;
- Extended Area Service (Out-of-Pickup-Area or Out-of-Delivery-Area surcharge);
- Saturday Delivery;
- Additional Handling Surcharge Dimension
- Additional Handling Surcharge Packaging
- Additional Handling Surcharge Weight
- Additional Handling Surcharge Freight
- Oversize Charge;
- Non-Stackable Surcharge;
- FedEx® Delivery Signature Options; and
- Demand Surcharge (formerly called Peak Surcharge)
As of 16 January 2023, the applicable Additional Handling Surcharge (Packaging or Weight) will be factored in when assessing the fuel surcharge for each FedEx Express shipment.

Regional Fuel Surcharge
Applicable for FedEx® Regional Economy and FedEx® Regional Economy Freight services which are available to selected customers from January 2022.
The fuel surcharge percentage for FedEx Express Regional services2 is subject to weekly adjustment based on a rounded average of the Automotive Gas Oil prices (in Euro) from the EU country zone as published by The European Commission, Department of Transport & Energy, inclusive of duties and taxes.

Changes to the FedEx Express Regional fuel surcharge will be applied effective each Monday. The effective surcharge will be reflected on your FedEx invoice. Information on the fuel surcharge for each week will be available approximately the Friday before the surcharge is applicable.

Domestic Fuel Surcharge
The fuel surcharge percentage for FedEx Domestic services3 is subject to weekly adjustment based on a rounded average of the Automotive Gas Oil prices with taxes from the EU country zone as published by The European Commission, Department of Transport & Energy.
Surcharges for all domestic shipments
This surcharge applies to all domestic shipments. It is based on the monthly average of the price of diesel at the pump, excluding VAT, in euros per liter, as published each month by the French National Road Committee (CNR). This surcharge changes and is revised each month with a two-month lag due to publication times. For example, the applicable surcharge for May 2023 is based on the average price of March 2023, published during the first two weeks of April 2023.

Both the amount and duration of the surcharge will be determined at FedEx Express FR's sole discretion. If the fuel surcharge exceeds the maximum value or if the rate scale changes, the above table will be updated.

- The prices in these indexes are published by the U.S. Department of Energy and FedEx is not responsible for the information provided.
- There is a two-week lag between the fuel price index and the fuel surcharge. For example, the fuel surcharge for January 1st 2018 is based on the average U.S. jet fuel spot price reported by the U.S. Department of Energy for December 22nd.
