⇒ The shipping requirements for personal effects in the General Customs Notice No. 43 of 2010 are as below:

A. Personal effects sent from/to Hong Kong SAR China, Macau SAR China, and China Taiwan are limited to RMB 800 per shipment.

B. Personal effects sent from/to the other countries and regions are limited to RMB 1,000 per shipment.

C. Shipments exceeding the value limit should be returned to the origin, or the shipper should declare according to the local Customs requirements. If the shipment exceeds the value limit but only contains one inseparable item, the shipper can declare as Personal effects according to the local Customs requirements.

Personal effects that are exported via Shenzhen, Shanghai, or Beijing Airports can be declared following the below instructions:

⇒ Low-value shipment definition:

a. customs declare value is less than RMB 5,000

b. with reasonable quantity and weight; and

c. excluding licensing controls, export tax refund or export verification

⇒ High-value shipment definition：

a. customs declare value is higher than RMB 5,000;

b. customs declare value is less than RMB 5,000 but the quantity is over limit (out of ‘Sample’ scope); or

c. The Customs or the shipper requests to process official declaration

*Note: Shipments with the weight over 90 KG which will be declared through Guangzhou Baiyun Airport should be processed under Category D requirements; Shipments with the weight over 99 KG which will be declared through Shenzhen Bao’an Airport should also be processed under Category D requirements.

FedEx cannot export commodities that affect transportation safety, endanger human body, violate local policies and regulations or Fedex requirements, including but not limited to: flammable and explosive dangerous goods, hazardous wastes, animals and plants, perishable food, tobacco and tobacco products, electronic cigarettes, money and cash equivalents, counterfeit goods, etc.

Before tendering the shipment, shipper of such special nature of goods should provide the "cargo transportation conditions appraisal certificate" (i.e. non dangerous identification certificate) issued by the relevant identification agency. Common such commodities include but are not limited to: cosmetics, food, drugs and chemical products.

You can ship tea for export through FedEx. You need to know whether there are import restrictions in the destination country / region before shipping. If you export as personal use, it should be within the scope of personal reasonable use, and the value is limited to RMB 1000 per shipment. Hong Kong SAR China, Macau SAR China, and Taiwan China are limited to RMB 800 per shipment.

A HS code is used by customs officials to document the commodities entering and exiting the country. Every imported or exported item is assigned a classification code (Harmonized Code) that corresponds to its product type. These numerical codes are used by countries worldwide for statistics-gathering purposes. They also determine which tariffs, if any, will be applied to the product.

Customs value is the total shipment value as declared by its shipper to serve as the basis for determining duties and taxes. It usually reflects the selling or the replacement price of the shipment. The declared value is the same as customs value in terms of the value of the shipment, but declared value is used to determine the maximum liability in connection with the shipment of the item(s). The declared value for carriage cannot exceed the customs value.

If customs declare value is less than RMB 5,000 with reasonable quantity and weight; and excluding licensing controls, export tax refund or export verification, shipment could be declared as low value shipment. If customs declare value is higher than RMB 5,000; or less than RMB 5,000 but the quantity is over limit (out of ‘Sample’ scope); or the Customs/ shipper have requests, shipment should process official declaration.
