Overview

The Government of Canada has implemented Regulations Amending the Special Economic Measures (Russia) Regulations, aligning with G7 leaders’ commitment to prohibit Russian diamond imports and diamond jewellery-related products. Ongoing collaboration with G7 and other international partners aims to establish comprehensive controls against Russian diamonds in Canadian markets. 
 

Impact on Businesses in Canada

The Canada Border Services Agency (CBSA) has issued Customs Notice 24-05, detailing the updated regulations.  In addition to direct imports of Russian diamond and diamond jewellery-related products being banned (effective December 5, 2023), natural diamonds mined or produced in Russia and weighing 1.0 carat or more, processed/polished in third countries and then exported to Canada, are also now prohibited.
 

Imports of diamonds not originating from Russia 

Additional documentation and/or information may be requested, and the CBSA strongly encourages importers and customs brokers to include a Diamond Origin Attestation form to help facilitate the customs clearance for diamonds that weigh 1.0 carat or more.  See a detailed list of possible documentary evidence here.
