eManifest is an electronic reporting program that requires the submission of advance trade data to the Canada Border Services Agency (CBSA) for risk-assessment prior to shipments arriving at the border. It is the third phase of the CBSA's Advance Commercial Information (ACI) program and applies to highway shipments and conveyances. The first and second phases pertained to marine carrier and air carriers, respectively.

The ACI program is intended to identify threats to the health, safety and security of Canadians by obtaining information prior to the arrival of cargo and conveyances in Canada, and prior to the shipment clearance process. CBSA officers perform a pre-arrival risk-assessment based on advance electronic shipment and conveyance information.
 


Compliance


FedEx Express is currently electronically reporting under the eManifest highway regulations. As always, to help avoid delays or refusal by the CBSA, we strongly encourage shippers to provide complete and accurate commodity descriptions and values for all shipments. Please refer to the examples in the chart below.

Good Description (specific and detailed)
Parts

Gift
One men's knitted sweater (100% cotton) - unsolicited gift.
Samples
200 cm x 400 cm nylon carpet sample for demonstration.
Documents
30 pages of legal documents.
Food
The word FOOD should be the first word in the description followed by a detailed description of the food items (e.g., FOOD - one can of sliced peaches).

Provide a good summary of all items. The description on the air waybill should be as detailed as possible.
