According to ENACOM's procedure for the management and final disposal of lagged shipments, postal items that have external labels that indicate that they contain perishable or easily decomposable items or are leaking or in inconvenient storage conditions must be subjected to the lag procedure immediately.

Lagged postal items will be stored for 2 months. If neither the sender nor recipient submits a request for the recovery of the postal item during this period, it will be declared as a lagged shipment and subsequently opened.

See if your air bill is on the list of lagged shipments published on each date, or send an email to bueweb@fedex.com.
